A Parent's Guide to the Court and Child Welfare System

A Parent's Guide to the Court and Child Welfare System is available through the Klamath County Circuit Court. The Guide was developed for parents through a collaborative effort among Klamath County's Model Juvenile Court Improvement Group, including:

  • The Honorable Roxanne Osborne, Family Court Judge
  • CASA for Children of Klamath County, Donna Bowman, Director
  • Citizen Review Board, Susan McDaniel, CRB Manager
  • Klamath Defenders, Robert Foltyn, Attorney at Law
  • Klamath County Juvenile Department, Glenn Vest, Director
  • Klamath County Circuit Court, Jan Nunn, Supervisor
  • Family Court of Klamath County
  • State of Oregon Department of Human Services Child Welfare
  • Cyndi Kallstrom, Child Welfare Program Manager
  • Denise Rhode, SDA Manager
  • Klamath County Mental Health, Ann Lynn, Director
  • Klamath County Community Corrections
  • Roland Gangstee, Assistant Director
  • Sandy Berger, Family Court Specialist

With special thanks to our community partners, Klamath Youth Development Center and Lutheran Community services, for their contributions. The mission of the Klamath County Model Juvenile Court is to improve permanency outcomes for children in temporary out-of-home placement (foster care). Recognizing a child's unique sense of time and the importance of permanency to a child's wellbeing, we will continue to create meaningful and sustainable systems change for children and families in Klamath County.
